Watching the Lynndie England thing on Newsnight.
Looking at this, she's only partially to blame. Considering her background and her apparent psychological profile, it's not surprising that she did what she did.

Despite this, there's something clearly wrong with the chain of command involved (and, according to England, the guards' actions were not only contoned but encouraged) and knowing the criminals who are running the US atm, those responsible might get out with a clean service record.

She's an easy target as she's low enough on the food chain to be sacrificed as expendable and the 'one bad apple', thus protecting the people really behind the abuses.
