I don't even understand how that first photo of Megan Sweeney was taken. Is there some computer technology used, or is the photographer manually tracking her as she moves with such precision that she looks sharp in the photo?!

Yep, you follow the target as you shoot, they are far too fast to hope for a still shot. Pretty much as if you were actually shooting a flying target with a shotgun. Also, the photographer will most likely have had the camera on "full auto" rattling off a series of shots and hope for the best.
Just as these are the world's best athletes, they'll have the world's best sports photographers at the event who've been doing this for years.
