What does the entity 
 stand for? I can't find it in the reference but it looks like a non-breaking space. Is that right?

that means ASCII character 10 (decimal) whcih is a new line character. A non-breaking space (standard  ) is 160 according to http://www.w3schools.com/tags/ref_entities.asp.

I really don't think anybody should be using what you've got there and it looks to me like some weirdly auto-generated content. I certainly wouldn't like to guess what a browser would do with it. It should, I think, just treat it as whitespace though it might not do white space compression on it...

Yeah, I know the   entitity. New line actually makes sense. It appears in a list of error messages like "Error XXXX
 Bad file".

no idea - but in ASCII terms 10 is a Line Feed (or of you're working in hex it's a "Data link escape")

Not that I'm a web geek really, but I don't think HTML entities with values less than 32 are valid.

If it does exist though, presumably it would be a line feed -- that's what ASCII character 10 is.
