Impressed by the BBC for a change to adhere to their schedule.

Torchwood looked more like a Bond villain's lair than a secret government installation, don't you think? With the exception that the soldiers were wearing urban camo instead of boiler suits. ;o)

I would actually say they are probably more like an NGO Quango that has effectively gone rouge with little control from its parent organizations.

If you think things continuity wise

Victorian era Torchwood began declares doctor an enemy of the realm.

For that hundred years they had little to do with the Doctor.

Now the last series established the Doctor had dealings with UNIT. UNIT also has/had UK based Alien technology. UNIT also had the doctor in the 70's. Maybe in the 70's Torchwood was not as powerful as it is by 2012 (or whatever year the TORCHWOOD episode is set), probably in rivalry with UNIT, probably with agents within UNIT, watching the Doctor.

UNIT must have known about Torchwood, but they may not have known the full inplications of the organization. UNIT may have believed Torchwood was research and design (rnd) and technology reverse engineering specialists which they had some control of; they may have sent stuff over to it to be checked out as they were thought to be Britain’s experts in the field. Torchwood was in check, they could not just grab the Doctor.

After "battlefield" episodes Units power wained. They became more like an International Planetary defense monitoring organization. Then in the last series most of the senior staff at UNIT were killed in Downing Street. UNIT is very disorganized by this and finding replacements and new people mean they are weekend. Now TORCHWOOD heads are using that power vacuum with their delusions of grandeur "a new British Empire". Some of its soldiers may even have been recruited from UNIT. As Torchwood does not want a UNITED NATIONS INTELLEGENCE TASKFORCE approach but a British Empire approach they are trying to supplant UNIT, and have allies in Downing Street pushing them whilst UNIT is weekend, they may have now have got some of its funding, increasing their Power, most of Alien Technology within the UK and possibly beyond may have been transferred from UNIT to Torchwood for reverse engineering.

Britain is trying a "Golden Age". In other episodes from the 60's-80's it seems that Britain was in space, not a Global UN, not a competing continental model such as the EU (or Common Market as in those days it would have been EEC or EC as the term EU had not been invented so future projections would be unlikely to have predicted the term European Union). That Britain’s control and entry into space may be Torchwood by taking control of reverse engineering technology and keeping it for Britain, meaning the UN never got to go it together. As UNIT was a UNITED NATIONS NGO. The weakening of UNIT may have begun with the retirement of the Brigadier and them not having a strong leader figure.

Maybe the spin of will involve power politics between UNIT and Torchwood

Interestingly, the whole 'British Empire based on alien tech + crashing realities' seems to have been lifted from Jubilee, the Big Finish story which donated the other half of its story to Dalek.

I liked the fact that the Cybermen, upgraded from human or not, still saw 'thing that we can't understand, let alone control' and said: "Let's poke it with sticks!"
