Well, sort of, with the difference that you can't do all the everyday things a PC can do (writing letters, playing mp3s, editing photos etc etc.) with a console. That's the added bonus.
I'd rather buy a car, though.

Someone's bought the name, or a license to use the name, from whatever company had the rights to the name (It's gone around a bit, Tulip, Gateway, ...). It's 'in name only' unfortunately.
